Communist Party chief to meet Japanese leaders in Tokyo to discuss security issues, among others

HANOI—Vietnam is again building up ties with other countries to help its territorial claim in the South China Sea, this time dispatching the chief of its ruling Communist Party for talks in Japan this week.
